Rotarians Against Malaria (RAM) is a Papua New Guinea (PNG) Non-Governmental Organisation (NGO) which works with malaria control in partnership with the National Department of Health (NDoH). While the organisation was created in 1997, it was not until 2010 that is began to grow after receiving funds from the Global Fund. The Global Fund program started in 2010 with 20 people and over the years has grown to have a staff of up to 115 people.

Rotarians Against Malaria" (RAM) which is a community project of the "Rotary Club of Port Moresby" has been made the Principal Recipient (PR) of the Malaria Grant of the Global Fund (GF) to the sum of US$37.5 million from 2021 to 2023 with a possibility of extension beyond that.

RAM along with two implementing partners which are the PNG National Department of Health (NDoH) and the PNG Institute of Medical Research (IMR) who implements the GF Malaria Grant.

The Role

The IT Manager role is responsible for supervising all daily operations of Rotary Against Malaria network and server infrastructure and aligning IT infrastructure with current and future business requirements and goals. This role is based in Port Moresby and will be managing IT in 3 offices.

Key Responsibilities and Accountabilities

  • Managing IT budget and forecast of what hardware and software requirements are needed for the year, make recommendations to discuss with the Programme Manager for official sign-off on any purchases needed. This is concerning new but also replacement hardware.
  • Evaluating risk, developing network recovery and backup processes. Backups using 2x NAS in two separate offices to assure disaster recovery is in place. Restore and tests backups every 3 months using the test server.
  • Monitor internet and network performance and usage with the Fortigate firewall. Configure internet access for each user.
  • Manage QoS (Quality of Service) for internet access per user. This registers the bandwidth (U/D) per user.
  • Administration of SUN users and Active Directory
  • Assuring that IT activities are within the limits of applicable laws, codes and regulations. Yearly audits are performed and any recommendations from auditing team needs to be followed up.
  • Testing, troubleshooting and adjusting information systems to operate effectively. Also, with the SUN system, assure updates are done on the test server first and after being test and approved by the Finance Manager, performed on the production server.
  • Implementing security of the network, data and its storage and communication systems.
  • Assuring all servers and clients are using legal licenses for Microsoft OS and applications.
  • Assuring that Antivirus (Enterprise) software is managed from the central server, so that clients are always updates with the newest version.
  • Assuring that RAM IT Security Policy and User Access Controls are followed. This can be enforced when everyone will need to login to the Domain Controller (server).
  • Assuring sufficient Backup Power (UPS) is in place for servers, 2x NAS, all desktops and routers.
  • Manage all IT contracts and propose to Programme Manager 2 months before the contract is ending if continuation or a change is needed.

Job Requirements:

  •  Qualification, knowledge & Experience
  • Tertiary Qualifications in Computer Science or similar or preferably a postgraduate Degree in IT.
  • At least 2 –3 years’ experience in a similar role
  • Demonstrated experience managing an IT department for an organisation with at least with 40 and more users
  • Familiar with managing IT in an NGO environment
  • Proven experience with all standard international IT protocols and up-to-date with all current legal standards.
  • Have some basic knowledge of SUN system or any other corporate Finance system is a requirement.
  • Demonstrated in working with teams and cross culture awareness
  • Good communication and interpersonal skills and proven ability to be flexible in demanding situations.
  • Ability to handle multiple priorities and aptitude to learn quickly.
  • A team player, who works well in a multi-cultural environment, communicates readily and shares learning with colleagues and partners.
  • Ability to cope with stress high demand of customers.
  • High level of integrity and accountability
