PNG DICT Teams Up with Kumulsoft to Launch Nationwide Government Asset Management Platform

 In a major move to streamline public asset tracking, the Papua New Guinea (PNG) Department of Information and Communications Technology (DICT) signed a Memorandum of Understanding (MoU) with local tech firm Kumulsoft Limited on April 15, 2025. The agreement grants government agencies access to Kumulsoft’s Fixed Assets Management System as a shared digital service.


The cloud-based system will allow public sector departments to digitally manage and monitor government assets such as land, buildings, equipment, and machinery. The move aims to solve long-standing issues in asset tracking, data accuracy, and accountability across state agencies.

DICT Secretary Steven Matainaho described the partnership as a milestone aligned with the Digital Government Act 2022, which mandates a unified digital approach across government. “This marks our first collaboration with a home-grown ICT company and reflects our commitment to cost-effective digital transformation,” Matainaho said.

According to Matainaho, the system will be piloted immediately across selected agencies. The rollout is designed to cut operational costs, improve efficiency, and drive digital innovation in public administration. He emphasized that such initiatives contribute to broader national economic goals.

Kumulsoft Co-Founder Paul Muingnepe said the platform covers the entire lifecycle of government assets—from procurement to disposal—bringing greater transparency and minimizing record discrepancies. “No asset is left unaccounted for. Our system addresses the gaps where items go missing or remain on records despite being unusable,” he said.

The DICT-Kumulsoft collaboration represents a strong push for digital infrastructure led by local tech talent, setting a precedent for future public-private partnerships in PNG’s digital transformation journey.
