Job description
The Coffey Governance Programs comprising of Economic and Public Sector Program (EPSP) and Provincial and Local-level Government Program (PLGP) are an Australian Government, Department of Foreign Affairs and Trade initiative, a partnership between the Governments of Australia and Papua New Guinea. Their goal is to provide an effective and efficient public service that focuses on service delivery for the men, women and children of PNG at Central Government and Provincial Level. The Program also includes varied support to the Autonomous Region of Bougainville, Manus and to the Kokoda Initiative.

The Information Management Systems Consultant will be responsible for providing technical advice in order to create a library of practice on the transfer of powers and functions to the Autonomous Region of Bougainville and the Government of Papua New Guinea. The incumbent will curate, organize and digitize all relevant documents electronically and developing a clear register to be accessed by all relevant stakeholders.

Coffey is now seeking applications for an Information Management Systems Consultant with the Governance Program, based at the Autonomous Region of Bougainville.

The Position

As a short term position, the Information Management Systems Consultant will be expected to;

Provide Management Information System advice and support to the Facilitator, Draw down of Powers on agreed work plans and overall plan.
Provide a status report on the current information system practices and specify the process for effectiveness and efficiency.
Meet all obligations under his/her contract to the GIF Facility Manager, including professional and code of conduct requirements.
Work collaboratively with the GIF in supporting/reporting to DFAT representative/s in the agency/province, to ensure coordination and coherence of support.
Collaborate with other advisers working in the agency/province as well as advisers or volunteers provided through other programs, to ensure that a coordinated team approach is taken to supporting the agency/province to meet its objectives.
Undertake other activities as required by the Facilitator, Draw down of Powers and other stakeholders.

The Person

The ideal candidate will have;

Tertiary qualification in Information Management Systems or related discipline.
More than 5 years proven experience in developing information management systems in PNG or in the Pacific context.
Collaborative style, a demonstrated ability and desire to work effectively in a close collaborative manner with colleagues.
Output focus, a record of delivering quality results, with urgency on time, in a developing country environment.
Experience in handling sensitive, confidential or privileged material.
Ability to maintain high ethical standards when representing the Program in any capacity in accordance with relevant codes of practice.
Current motor vehicle driver's licence and ability to undertake extensive travel within Bougainville as required.
Evidence of high ethical standards and commitment to high quality work.
