PNG Moves to digitalize Its Public Service

 The PNG Ministry for Information and Communications Technology, Ministry for Public Service, and Ministry for National Planning and Monitoring wish to jointly announce to all public bodies, relevant stakeholders, and the general public, the tripartite arrangement amongst the three Ministries to design, build, and roll out a proposed Public Service Online System.


The Public Service Online System is a strategic component within the Digital Government (based on Blockchain Technology) PIP Project through which our objective is to digitize and automate the Public Service General Orders business processes.

We anticipated an online system that will initially digitize the public service selection and appointment process (Public Service General Order 3) and in the medium term, digitize and automate amongst other processes: contract generation and signing, government office allocation, and also ensuring compliance of allowances set.

The proposed Public Service Online System is a direct implementation of the Digital Transformation Policy 2020 (NEC Decision 252/2020) and the Public Service Reform Initiative (NEC Decision 373/2020).

In addition, the design and delivery of Public Service Online System will strengthen National Executive Council’s endorsement of the Private Government Cloud (NEC Decision 39/2021) and the Federated Secure Data Exchange Platform. (NEC Decision 40/2021).

The design, build, and roll out of the Public Service Online System will be jointly coordinated by the Department of Public Service, the Department of Information and Communications Technology, and the Department of National Planning and Monitoring. We anticipate that the minimum viable product will be ready two months from now.

The Marape-Basil Government is committed to adopting appropriate technologies to improve service delivery to our people and as such additional technologies such as smart contracts and blockchain will be used and or applied where necessary.

We encourage all public bodies to support this digital transformation agenda within public service agenda.
