USAID Strengthens Digital Connectivity and Cybersecurity in Papua New Guinea

USAID's Digital Connectivity and Cybersecurity Partnership (DCCP) is making significant strides in Papua New Guinea (PNG) through collaborations with the PNG Department of ICT, National ICT Authority (NICTA), and the PNG Digital Cluster. Guided by Ambassador Ann Marie Yastishok and supported by key experts, the initiative aims to enhance digital transformation and secure connectivity across PNG.



Under the leadership of PNG’s ICT Minister Timothy Masiu, the DCCP has embedded experts to support the Department of ICT in building resilient digital infrastructure. The partnership involves close cooperation with the U.S. Trade and Development Agency (USTDA), Australia, and QUAD partners to ensure open, secure, and interoperable connectivity. Cybersecurity and data management initiatives have also been prioritized, with PNG stakeholders actively participating in these efforts.


The collaboration with NICTA focuses on legislative and policy reviews, including updates to the Telecommunication and NICTA Acts. CEO Kila Gulo-Vui and his team are engaging telecommunication operators and communities to ensure regulatory frameworks align with emerging technologies. These efforts aim to foster meaningful connectivity and innovation across the country.


A digital skills assessment conducted with the PNG Digital Cluster marks a critical milestone. The assessment sets the foundation for implementing digital skills training programs in partnership with universities and community organizations. Programs will cover project management, business process re-engineering, and business analysis, empowering local communities with essential tech expertise.


Community networks and digital skills champion projects are also gaining momentum. USAID plans to award grants to three or four organizations, supporting local initiatives that bridge digital gaps. This engagement underscores USAID’s commitment to fostering grassroots innovation in PNG.


Global tech leaders, including Amazon Web Services (AWS) and NiuPay, are also supporting the partnership. Through their contributions, universities, civil societies, businesses, and telecommunications sectors in PNG gain access to advanced cloud capabilities, artificial intelligence tools, and workforce development training.


The initiative celebrates the collaborative spirit of PNG’s experts, communities, and international partners. With ongoing projects and further updates expected, USAID continues to support PNG’s journey toward a digitally inclusive future.
